Pitney Bowes has created a shipping label and uploaded the tracking details, but the parcel has not yet been scanned in by the hub or first-mile carrier that collects it. The parcel is most likely still with the seller or in transit to that first drop-off point. Pitney Bowes usually handles cross-border parcels for online stores, so this is an early step.
On its own, this message is normal. It is an early information-only step, not an exception. It only becomes a concern if the line stays the same for longer than usual and nothing else appears.
Once the carrier scans the parcel, the history usually moves on. Most often, in about three in five cases, the next line is "Processing at Shipping Center". In about a quarter of cases it goes straight to "In Transit". Sometimes a line saying shipment data has been provided to DHL appears instead.
