"Envoi sous douane" is French for "item under customs". Poste Maroc uses it when an international parcel has reached Morocco and been handed to customs for inspection and clearance. The parcel is at a customs office or an international mail centre, such as the Casablanca one, and is not yet with a local delivery office.
This message by itself is normal. Every international parcel entering Morocco goes through customs. It becomes a delay only if the parcel stays at this step for longer than the previous steps took, which can happen when customs needs more information or a payment.
Once customs finishes, the status usually changes to a release or clearance message. The parcel then moves to a sorting centre and on to the delivery office for your area. If duties or taxes are due, the parcel may be held until they are settled.
