SkyNet tried to deliver the parcel, but it was not handed over. "Consignee" is the courier's word for the recipient. This message is used when the delivery was set up for a date or time chosen by the recipient, and the delivery did not take place on that arrangement. The parcel is still with SkyNet, either on the delivery vehicle or back at the local delivery facility.
This is an exception, though usually a minor one. The status is a failed delivery attempt, so the parcel has not arrived when first planned. It does not mean the parcel is lost. Whether it becomes a real delay depends on how quickly a new delivery is arranged.
SkyNet normally plans another delivery attempt on the date the recipient has asked for, or contacts the recipient to agree a new one. The tracking history should then show the parcel going out for delivery again. If the delivery cannot be completed, the parcel may be held at the local facility for collection or returned to the sender.
