A DHL Express courier came to the delivery address with your parcel and found the premises closed. "Consignee" is the person or business the parcel is addressed to. The parcel is out on the last leg of its journey, so it is still with the courier, usually back at the local DHL service centre or in the vehicle after the attempt.
This is an exception, not a normal step. The delivery did not happen, so the parcel is behind its planned schedule. It does not mean the parcel is lost or damaged. Business addresses are the most common case, for example when the office was shut during the visit.
DHL usually plans another delivery attempt, often on the next working day, and the tracking history should then show a new out-for-delivery step. In some cases the courier first contacts the recipient to arrange a new time or a different place to hand over the parcel. If repeated attempts fail, the parcel may be held for collection or returned to the sender.
