"出门投递" means "left the office for delivery". The parcel is at the local delivery office in the destination country. A courier has taken it out to deliver it to the delivery address. This is the final stage of the journey. Chinese-language scans like this often appear when the parcel is handled within the destination's postal network, even though the tracking page is in another language.
No, this message by itself is normal. It is a good sign, because the parcel is close to you. It sometimes appears more than once for the same parcel, which usually means a delivery attempt did not finish that day and the courier took it out again. That is not a problem on its own.
Most often, in about two thirds of cases, the next update is "已妥投", meaning delivered. Sometimes the same message is repeated on a later round. Less often the parcel goes back into transit or is held at a delivery point, and a few updates show a courier handover or a failed attempt.
