"Relabeled" means DHL Parcel Netherlands has put a new shipping label on your parcel. This happens at a sorting center. The original label may have been damaged, unreadable or replaced by a new one with updated routing details. The parcel is still inside DHL's network and is being handled in the normal way.
By itself, this message is normal and is not a sign of a problem. It is a routine handling step. If the parcel then sits with no new scan for longer than the previous steps took, treat that as a possible delay, not the relabeling itself.
Most often, in about seven in ten cases, the next update is "Processed at the sorting center", and the parcel continues on its route. Less often it is scanned as not yet received or processed, or it arrives at an international sorting center in a transit country. In that case the parcel is travelling abroad.
