"Sukurtas siuntos lipdukas" is Lithuanian for "parcel label created". Someone, usually the sender or a Lithuania Post system, has created the shipping label and registered the parcel. This is the very first stage. It does not mean Lithuania Post has the parcel in its hands yet, and the parcel may still be with the sender.
No. By itself this message is normal and is not an exception. It simply means the shipment exists in the system. If it stays the only entry for longer than you expected, the parcel may not have been handed over yet, but the message alone does not point to a problem.
The next scan is most often "Siunta priimta" (parcel accepted), in about two out of five cases. Almost as often it is "Siunta skirstymo centre" (parcel at the sorting centre). Less often the parcel is placed in a LP EXPRESS parcel locker for sending, or it goes straight to outbound sorting. After that, the tracking history should keep moving through sorting and delivery stages.
