PostNL has recorded that your parcel has reached the country it is being delivered to. It has finished the international leg of the journey and is now in the destination country, usually at an arrival point such as an airport or an incoming mail facility. It has not been delivered yet and is not on a delivery vehicle.
No. This message by itself is normal. It is a routine step on international shipments, and it is almost always followed by a very similar update, "The item has arrived in the country of destination". It does not signal a problem or an exception.
In nearly all cases the next update is the similar arrival message above. After that, the parcel is handed over to the destination country's postal system. It may go through customs checks and local sorting before it is sent out for delivery. If you see a customs message, that is a normal part of cross-border shipping.
