"(MEVKUF) Elde Kalmış Gönderi" is a Turkey Post (PTT) message meaning the item has been held back and not delivered onward in the normal way. "Elde kalmış" roughly means "left on hand". The parcel is with PTT, usually at a processing or customs-related office, and the status is classed as a return to the sender. It most often appears after the parcel has been registered as arriving from abroad or has moved through transfer or customs.
This is an exception, not a routine step. It does not always mean the parcel is lost, but it does mean it is not on the normal path to your door. Something has stopped normal delivery, and the parcel may be sent back.
Most often, in about nine cases out of ten, the next entry is "TRANSFER SÜRECİNDE", which means the parcel is being moved to another PTT location. Less often it goes back through customs, is sent abroad again ("Yurtdışına Sevk Edildi"), or is recorded as refused or prohibited from import. Updates after this step can be slow, so a longer pause than between earlier steps is possible.
