Deutsche Post has finished handling your parcel in the departure country and is getting it ready to fly. It is being packed into a shipping container for air transport. The "stopover" part means the journey includes at least one intermediate airport before the final destination. The parcel is at an airport or cargo handling facility, not yet in the air.
No, this message by itself is normal. It is a routine step in international air shipping. The previous step was the flight booking, and most often the next one is the departure on a flight. Only if the parcel stays on this line for longer than the previous steps is it worth looking closer.
In about three quarters of cases the next update is "Departure on flight". Less often the parcel is booked onto an aircraft again, or the original transport journey is cancelled and the parcel is moved to a new one. That sounds worrying but is usually just a rebooking. Some parcels move on to arrival in the destination country or at the office of exchange, where customs handling starts.
