Deutsche Post has recorded that the parcel is not allowed to enter the destination country or region. Customs or the import rules there have refused it, so it will not go through to delivery. The parcel is still in the courier's network, in or near the destination country, and it is being set aside for return.
This is an exception, not a routine step. The message usually means the parcel will not arrive at your address. It can appear after earlier steps that looked normal, such as customs processing or preparation for delivery, so a smooth history does not rule it out.
The next message is almost always that the shipment cannot be delivered in the destination country or region. After that, the parcel is normally sent back toward the sender. The return trip can take longer than the earlier steps, and tracking updates may be sparse.
