JCEX has handed your parcel to the United States Postal Service for the final part of its journey, and it has been scanned at a USPS facility. The parcel is physically at a USPS sorting or processing site, not yet at your local post office. JCEX usually keeps reporting the parcel's progress while USPS carries it.
No, this message by itself is normal. It is a routine in-transit scan. The step before it is often a JCEX transport facility receipt or a departure from another USPS facility, so the parcel is simply moving through the network. Only if the same line stays on top for longer than the previous steps took is it worth a closer look.
Most often, in about three quarters of cases, JCEX shows "SHIPMENT RECEIVED BY TRANSPORTATION FACILITY" next. Less often the parcel is scanned as departing the USPS facility, or arrives at another USPS facility. Later steps are arrival at a post office and then "out for delivery". Some updates may appear in a different order or be skipped.
