No, this message by itself is normal. It is an administrative step, not an exception or a problem. It is a rare message, so it may not appear in every parcel's history. If the parcel stays on this line for longer than the previous steps took, that is worth watching, but the message alone does not signal a fault.
What happens next
The next update is almost always "arrive destination". It means the parcel has reached the destination country, where it goes through local handling and customs before a local carrier takes over.
