"Arrival at facilities" means your parcel has been scanned in at a bpost sorting or handling facility. It is physically in bpost's network at that point, between the sender and your address. Many parcels with this message are international ones that have just reached bpost or are being handled before leaving Belgium.
No, this message by itself is normal. It is a routine scan, not an exception. The messages that usually follow are ordinary processing steps, not problem reports. Only if the tracking stops updating for longer than usual after this scan is it worth looking closer.
Most often, in about half of cases, the next line is "Confirmation of preparation of the shipment received". In roughly a quarter of cases it is "Departure from office of exchange", meaning the parcel is leaving for the next country. Less often you may see a checkpoint scan or the start of export customs clearance.
