The message says the parcel was handled in DHL's repackaging area ("Nachverpackung") and is being passed on to the recipient. Parcels go there when the original packaging has been damaged or has come apart during sorting. The parcel is at a DHL parcel facility, not yet out for delivery.
This message by itself is an exception, though usually a minor one. It means the outer packaging needed fixing, not that the parcel is lost. Repackaging can make this step take longer than the previous ones, but it does not promise a delay.
In every case seen so far, the next update says that the outer packaging was slightly damaged, that DHL repackaged the shipment, and that it is now on its way to the recipient. After that, the parcel continues through normal transport and delivery.
