The carrier tried to hand over the parcel, but it could not be delivered because a surcharge is due. This is usually postage still owed on the item, for example when it was under-paid by the sender. The parcel is now being held at a Deutsche Post facility, and the recipient has been notified, typically by a card or a message.
This is an exception, not a routine step. The parcel is safe, but it will not be delivered until the surcharge issue is resolved, so expect it to take longer than the previous steps.
Most often, in about six cases out of ten, the next message says the shipment is ready for pick-up by the recipient. In about a quarter of cases it goes back to being prepared for delivery, and in about one case in six it is shown as delivered.
