TNT delivered part of your shipment, but not all of it. This usually applies to an order sent as several parcels, or one consignment split into pieces. The parcels already delivered have reached the address. The rest are still with TNT, most likely at the local depot or on a vehicle, and TNT is working on getting them to you ("recovery actions").
This is an exception, not a routine step. It does not mean the missing parcels are lost, but they did not arrive with the rest, so that part of the delivery is behind. The messages that follow vary. Some shipments move on to a delivered status, while others get another delay notice, such as a time constraint that prevented delivery.
TNT will try to deliver the remaining parcels. The next update is often a delivery confirmation, for example "delivered in good condition" or "left in agreed location". It can also be a repeat of this message or a note that delivery will happen at the first opportunity.
