The parcel has reached the country it is going to, and a government agency, usually customs, is reviewing it before UPS can move it on. It is being held at a UPS facility or a customs inspection area, not at your door. The agency decides whether the parcel can enter, and UPS cannot speed that up.
This message is a normal part of international shipping and is not a problem by itself. It often appears more than once, and in this case the parcel is simply waiting for a decision. If the hold lasts longer than the previous steps, a delay is building. The message alone does not tell you the cause, and it does not guarantee a result.
Most often the next update says the package has been released by a government agency, which was the case in about a third of the cases. Other common next steps are an import scan, a warehouse scan, or a departure from the facility. Sometimes the same pending message is shown again. After release, the parcel goes back into the normal UPS network toward your address.
