UPS has handed your parcel to the customs authority, or another government agency, of the country it is entering. The parcel is being held at a facility while that agency checks it and decides whether it can go on. UPS cannot move it until the agency gives its approval.
This message by itself is normal for international shipments. Every parcel crossing a border goes through this check. The hold can last longer than the previous steps, because UPS does not control the agency's timing. It only becomes a problem if the parcel stays in this state for a long time or UPS asks for more information.
Once the agency releases the parcel, UPS takes it back and sends it on to a local sorting facility and then out for delivery. If the agency needs something, such as a description of the contents, proof of value or an importer number, UPS will contact the sender or the recipient. Duties or taxes may also have to be paid before release.
