UPS has flagged that your parcel is running behind its planned schedule while it moves through the UPS network. The parcel is usually at a UPS facility or on a vehicle between facilities. The message is a general delay notice. It does not say what caused the delay, and it does not mean the parcel is lost or damaged.
Yes, this message is an exception: UPS is telling you the original plan has slipped. It is not usually a sign of a serious problem, though. Most often the next update is a normal movement scan, such as "Departed from Facility" (about 27% of cases) or "Processing at UPS Facility". The same delay notice can also appear more than once in a row.
