The parcel has reached the destination country and is held at customs. FedEx says customs needs a written statement explaining what the goods will be used for, or why they are being imported, before the parcel can be cleared. The parcel is still in FedEx's care, waiting at the clearance stage.
This is an exception, not a routine scan. The parcel cannot move on until the statement is supplied, so it will be held for longer than the previous steps. It is not lost or returned automatically. Many parcels continue after this step, but it depends on the paperwork being sorted out.
Once customs accepts the information, the usual next update is "International shipment release - Import". Other follow-ups are "On the way" and "At local FedEx facility", each in about one third or less of cases. Occasionally a notice appears that delivery may be late.
