Your parcel has reached the destination country and is held at the customs stage of FedEx's import process. Customs cannot release it yet because FedEx needs instructions from the importer, meaning you or the company importing on your behalf. These usually cover who should handle clearance and how duties and taxes will be paid. The parcel is stored at a FedEx or customs facility while this is sorted out.
This is an exception, not a routine scan. The parcel has stopped moving until the instructions arrive, so it will take longer than the previous steps. It is usually a paperwork matter and not a sign that the parcel is lost or damaged. Delivery is not guaranteed, though.
Once FedEx has what it needs, the parcel is most often released, shown as "International shipment release - Import" (about four in five cases). After that it moves on to a local facility and out for delivery. Sometimes FedEx asks for something more specific, such as a registration or tax identification number.
