UPS is telling you the parcel is moving through its network, but the next leg of the trip has not been fully planned yet. It is most often seen right after an Export Scan, when the parcel has left its origin country and is between hubs, usually on an international flight or waiting for one. It is a general progress message, not a scan at your door or at a specific local depot.
By itself, no. This message is normal and is not an exception or a problem notice. The wording about "updating plans" only means the delivery schedule is still being worked out, usually while the parcel crosses borders or waits to be handed over between carriers or facilities.
In about three quarters of cases, the next update says the package will be forwarded to a UPS facility in the destination city. Less often you will see the same message again, or a "Departed from Facility" or "Arrived at Facility" scan. After the forwarding message, the parcel normally moves to a local facility and then onto a delivery vehicle.
