Yun Express has handed your parcel to a local postal carrier, and that carrier's regional distribution centre (RDC) has now scanned it in by hand with a handheld scanner. The parcel is inside the local postal network, on its way out of the first sorting point towards the mail centre closest to you. Usually the parcel was handed over in "Delivered to local carrier" just before.
No. This message by itself is normal. A handheld scan only means the parcel was checked in by a person rather than by the sorting machine, which often happens with parcels that are oddly shaped or packed. In a small share of cases (about 5%) the next scan is a rejection from the machine because of weight, which means extra manual handling and may cost some time.
