DHL Express needs more details from the recipient (the "consignee") before it can deliver. The parcel is usually at a local delivery facility or with a courier, and it is held back by something missing or unclear, such as a complete address, a phone number, a building access detail or an ID number for customs.
This message is an exception rather than a routine step. It does not mean the parcel is lost, but delivery will not move forward until DHL gets what it asked for. The longer the information is missing, the more likely the parcel is delayed.
Once the details are sorted out, the parcel most often goes back out for delivery or is marked as scheduled for delivery. In some cases it is put on hold again, and a smaller share see a failed delivery attempt or a switch to collection by the recipient.
