FedEx has found that your package was damaged while it was in their network. It is now held while FedEx waits for the sender (the shipper) to say what should happen to it. The parcel is usually at a FedEx facility or with the driver, not yet delivered.
This is an exception, not a routine step. The message by itself does not mean the parcel is lost, but delivery is on hold until the shipper's instructions are applied, so it will probably take longer than the previous steps. Afterwards the parcel may keep moving, return to a FedEx location, or be reported as damaged.
The next updates vary. Roughly one third of cases go back to "On the way", one third to "Arrived at FedEx location", and one third to a further message saying the package was damaged. Depending on the shipper's instructions, the parcel may be sent on to you, repackaged, returned to the sender, or disposed of.
