Your parcel has reached the destination country and is held at customs. The customs authority, or FedEx on its behalf, needs a detailed list of what the item is made of, such as materials or ingredients and their proportions. Until that information is supplied, customs cannot decide whether to release it. The parcel is usually at a FedEx clearance facility.
Yes, this is an exception, not a routine step. Customs is waiting for information, so the parcel is paused. It is not necessarily a serious problem: most often the next update is the import release, and about one in five parcels simply show "On the way" next. A small share, about one in sixteen, are sent back to the shipper.
Once the composition details reach customs and are accepted, FedEx records the release and the parcel moves on to a local facility and out for delivery. Sometimes customs asks for further documents first, or the parcel is returned to the sender if the information is not provided.
