SkyNet has stopped the parcel at one of its branches instead of sending it straight on. It is physically in a SkyNet facility, usually one it reached after passing through a hub. "On Hold" means processing is paused. It does not tell you why, and it does not mean the parcel is lost or damaged.
This message by itself is an exception, though not necessarily a serious one. It always followed an arrival at a hub, and the parcel then moved on in most cases. A hold can add time, and the stay may be longer than the previous steps. If the status stays the same for much longer than the earlier steps took, treat it as a delay.
