The UPS driver reached your delivery address with the parcel but could not get in. This usually happens at a gated community, an office or apartment building, or a place with a door code or reception desk. UPS says it is trying to arrange the access the driver needs. The parcel is still with UPS, either on the delivery vehicle or back at a local facility.
This is an exception, not a loss. The delivery attempt failed, so the parcel will arrive later than first planned. It is not a sign that the parcel is damaged or lost. The same message sometimes appears more than once, which can mean access was not sorted out on the first try.
Most often the parcel goes back to a UPS facility and shows "Processing at UPS Facility", which happened in about four out of ten cases. Sometimes an "Import Scan" follows, mostly for international parcels. In about one case in five the same message repeats after a new attempt. After that, UPS plans another delivery attempt.
