This is a UPS customs message for an international parcel. Customs clearance needs someone to file the import paperwork, usually a customs broker. UPS is saying that the importer, meaning the recipient or the party responsible for the import, has not named a broker yet. The parcel is held in the UPS network in or near the destination country while this is sorted out.
This message is an exception. It does not mean the parcel is lost, but it warns that delivery may take longer than usual. Clearance cannot move forward until the broker question is settled.
Most often, in about four out of five cases, the next update says customs needs more information or documents and UPS is waiting for the customer. In the other cases the parcel simply gets a warehouse scan and keeps moving. Once a broker is assigned or UPS handles the entry itself, the status usually changes to a release for onward transit.
