UPS has run into something on this delivery that it cannot settle on its own, so it is contacting the sender or the receiver. The parcel is still in UPS's network, usually at a local facility or on a delivery vehicle. The message often follows a failed delivery attempt or a problem with payment, such as import charges or cash on delivery that could not be collected.
This is an exception, not a routine scan. It does not always mean a serious problem, but the parcel is not moving normally until the issue is cleared. Expect a hold-up of some kind.
In about two thirds of cases the next step is a warehouse scan, which means the parcel is back in the sorting flow. Less often, UPS records that import charges have been paid or billed, followed by a new delivery attempt. Sometimes the same message appears again while the issue is still open.
