UPS cannot finish customs clearance for this parcel because the importer's identification number is missing. Depending on the destination country, this can be a personal tax or national ID number, or a business registration number. The parcel is being held in the UPS network, usually at a facility in or near the destination country, until UPS receives it from you.
This is an exception, not a routine scan. The parcel will not clear customs until the number is supplied, so it will stall if nothing happens. The message can also repeat across several scans, which does not mean anything new has gone wrong. It is not a sign the parcel is lost.
Once UPS has the number and customs accepts it, the parcel usually goes back to ordinary movement scans. The most common next messages are "Warehouse Scan" and "Your package is on the way", and some parcels show a note that a hold has been resolved. If the number is still missing, the same message may appear again.
