UPS has opened a claim for this package, usually because it was reported lost or damaged in transit. This message means the claim is not finished yet. The sender has to send UPS more paperwork, such as proof of the contents or their value. The sender is the one who filed the claim, not you as the recipient.
This is an exception, not a routine step. A claim means something went wrong with the shipment. The message itself concerns paperwork between UPS and the sender and does not say where the parcel is. It does not always mean the parcel is gone: in about two thirds of cases that followed this message, the package was later shown as delivered.
