UPS is telling you that the delivery address is in a remote area, so the parcel needs more time to get there than a normal address would. The parcel is somewhere in UPS's network, moving between facilities or waiting at one before the final leg. It has not been lost or returned.
This message by itself is an exception, though a mild one. It does not point to damage or a failed delivery. It means the journey will take longer than usual because of where you live. The message often repeats on the tracking page, or appears in a slightly different form, while the parcel keeps moving.
Most often the same remote-area notice appears again, sometimes starting with "On the Way". After that, the usual next step is an import scan, or a note that the parcel will be forwarded to a UPS facility in the destination city. In a few cases UPS says that deliveries to your area are not made daily and that your delivery will be rescheduled.
