The parcel has reached the country it is being imported into, and a government agency, usually customs, is checking it before UPS can move it on. It is held at a UPS facility or a clearing point, not lost. The second half of the message, "We've contacted the receiver", means UPS has already reached out to the recipient or will do so if it needs something.
This is a normal step for international parcels, but it is an exception to the regular flow, so a hold here can make delivery take longer than the previous steps. The message alone does not point to a problem. Most often the next update says the parcel has been released by a government agency. Sometimes the same message simply repeats while the check continues.
