UPS has decided that this package will go back to the sender, but it is held up at customs. UPS cannot send it back until customs authorizes the return. The parcel is in UPS's custody, usually at a facility in the country where it was held for clearance.
This message is an exception, not a routine scan. The package is not moving normally while it waits. How long it waits depends on customs, so it may take longer than the previous steps. The message alone does not mean the package is lost.
Most often the next update is a Warehouse Scan, in about two fifths of cases, which means the package is moving again. Other common next steps are "Your package is on the way" and "The package will be returned to the sender". In some cases UPS asks for more information, such as a contact number or Power of Attorney documents, before it can continue.
