UPS has stopped your parcel at the customs stage because the description of the goods inside needs to be confirmed. The sender or the importer has to check or supply that commodity information. The parcel is being held, most likely at a UPS facility or with a clearing agency, until that happens.
This is an exception, not a routine scan. The parcel cannot move on until the information arrives, so a delay is likely. The steps that follow are mixed: some parcels show the hold as resolved, others go on to a government agency release or back to a warehouse scan. How long it takes depends largely on how quickly the information is supplied.
Once the information is provided and accepted, UPS usually notes that the hold has been resolved. The parcel may then wait for release by a government agency before it continues. UPS may also contact the sender or receiver directly to ask for the details.
