UPS has stopped the parcel at customs clearance because the goods description on the commercial invoice is too vague for customs to process, for example "gifts" or "parts" instead of what the item actually is. The parcel is held at a UPS facility while UPS asks the sender or the receiver for a clearer description. "We've contacted the receiver" means UPS has already tried to reach you.
This is an exception. The parcel cannot move on until the description is corrected, so it is usually held longer than the previous steps. It is not a sign the parcel is lost or returned, and it is often fixed once the missing details are supplied.
