UPS could not deliver the parcel with the shipping service chosen at the time of sending, because that service does not cover the destination address. The message appears to combine two notices. The first says delivery has been delayed. The second says that if the parcel cannot be delivered, it may be disposed of under local rules. The parcel is most likely held at a UPS facility, not at your door.
This is an exception, not a routine scan. The parcel is already delayed, and the wording about disposal means there is a real risk it will not arrive if the problem is not resolved. It does not mean the parcel has been destroyed yet.
UPS will usually try to resolve the problem by moving the parcel on a different service, or by asking the sender for new instructions. If neither is possible, the parcel is treated as undeliverable. It may then be returned to the sender or disposed of, depending on local guidelines. The tracking history should show which of these happens.
