The parcel is in international transit and has reached customs clearance. UPS cannot submit it to customs until the receiver provides documents describing the contents as personal belongings, such as a used-goods or household-items declaration. The parcel is held at a UPS facility until those documents arrive.
This message is an exception, not routine progress. The parcel is on hold, and it will not move on to clearance until UPS has the documents. The wait will be longer than usual if they are not supplied promptly.
Once UPS has the documents, it submits the parcel to customs. The most common next step is another warehouse scan, in about half of cases. After that you may see an arrival at a facility, a note that the parcel will be forwarded to a UPS facility in the destination city, or a notice of an x-ray inspection, which can add some delay.
