UPS has paused your parcel at an export gateway, the facility where international shipments are processed before they leave the country of origin. The parcel is inside UPS's network, but it is waiting there instead of moving on. A hold usually means the shipment is waiting for an export check or for processing to finish.
Yes. This is an exception, and UPS says so in the message itself. It is not a sign the parcel is lost. In the cases we see, the hold is often followed by further movement scans such as an import scan, a warehouse scan or "Your package is on the way". Sometimes the same message repeats first, and sometimes a note says the hold has been resolved. The delay may last longer than the previous steps did.
