UPS has flagged that the shipment was sent as a "document" (a letter or paper-only item), but its description or contents do not meet the destination country's definition of one. Documents often get lighter customs handling, so UPS has to treat this parcel as a regular shipment. It is a customs classification note, and the parcel is usually in a UPS facility or in transit when it appears.
This is an exception, not a routine scan. It does not mean the parcel is lost or returned. It can add a pause while UPS sorts out the paperwork or the shipment type. In most cases the next scan is an arrival at a facility, so the parcel often keeps moving.
Most often the next step is an arrival scan such as "We have your Package, Arrived at Facility", in about two fifths of cases. Other parcels show an export scan or a departure from a facility. Sometimes a hold is placed and later cleared with a message saying the requested information has been obtained and the hold has been resolved.
