UPS found a parcel whose address label had come off, so it could not read where the parcel is going. The parcel is in UPS's network, most likely at a sorting facility or on a vehicle, and the sorting staff cannot route it until it is identified. UPS says it will notify the sender.
This is an exception, but not necessarily a serious one. A lost label can slow the parcel down while UPS works out what it is. In the cases we see, the parcel often moves on afterwards, with a scan such as "Arrived at Facility" or "Departed from Facility". That suggests it was identified and put back into the normal flow. A longer gap than usual between scans is possible, though.
