UPS is holding the parcel on purpose until a delivery date that was requested for it. That date may have been chosen by the sender, or by the recipient through a delivery change. The parcel is in UPS's network, usually at a facility, and is waiting rather than moving.
By itself, this message is normal and not a sign of a problem. The wait is intentional, so it only counts as a delay if you did not ask for a later date. If the parcel stays on this message after the requested date has passed, treat it as an exception.
