UPS is telling you that a vehicle or piece of equipment broke down while your parcel was being moved. The parcel is somewhere in the UPS network, usually on a truck or at a facility between two scans. The second half of the message says it is now expected to arrive later than the committed delivery time, though still on the same day.
Yes, this is an exception, but usually a minor one. The delay is caused by a breakdown, not by a problem with your parcel or address. Parcels with this message most often go on to a normal "Arrived at Facility" or "Departed from Facility" scan, which suggests the journey continues as usual.
The parcel is moved on once the vehicle is repaired or the load is transferred. The next scan is either an arrival at a facility or a departure from one, each in about half of cases. UPS may then update the delivery date. If the message says it will arrive today, delivery can come after the usual commitment time.
