UPS has decided it cannot deliver this parcel and has started the process of disposing of it under local rules. The parcel is usually still in a UPS facility, often a warehouse, and has not yet been destroyed or removed. The message is an internal note that disposal has been started, not a confirmation that it is finished.
This is an exception, not a normal step. It usually means the delivery has failed for a reason such as a problem with the address, an import restriction, or a shipment that nobody has claimed. Still, the parcel often keeps moving: the next scan is most often a plain "Warehouse Scan", so the message does not always mean the end.
