UPS has reached the customs clearance step for your international parcel, and the customs authority needs more information or documents before it will release it. The parcel is being held at a UPS facility, and UPS has contacted the receiver. The missing item is often a document such as a power of attorney, which lets UPS handle customs paperwork on your behalf.
This message is an exception, not a routine scan. The parcel will not move through customs until the requested information is provided, so it can take longer than the previous steps. It is not a sign that the parcel is lost.
Once UPS has what it needs and customs accepts it, the parcel is released and moves on. The next scan is usually a "Warehouse Scan", which shows it is back in the UPS network and heading toward delivery.
