UPS is telling you that a labor dispute at a company other than UPS, such as a port, an airline, a rail operator or another carrier that handles part of the route, is holding up your parcel. The UPS network is not on strike. The parcel is somewhere in transit, most likely at a UPS facility or waiting for onward transport, and the delivery has not been completed.
Yes. This message is an exception and means the original delivery date will probably not be met. It does not mean the parcel is lost or damaged. UPS says it is working to deliver as quickly as possible, and the message also says delivery will be rescheduled.
Once the disruption eases or UPS finds another route, the parcel should move on and the tracking page should show a new delivery date. The usual steps follow: departure from a facility, arrival at a local facility, then "Out for Delivery". Until then you may see no new scans for longer than usual.
