UPS has recorded a delivery instruction for your parcel, such as leaving it at the door, with a neighbour, or at an access point. It was set by the receiver, usually through a UPS delivery-choice setting or a note given to the driver. It is an administrative note, not a movement scan, so the parcel can be at any stage of its journey.
This message by itself is normal and does not signal a problem. It often appears several times in the same history, and it is also seen after a missed delivery attempt, when instructions are updated for the next try. Check the scans around it. A delay shows up as a long gap with no new movement, not as this line.
The parcel carries on through the network. The most common next steps are "Departed from Facility", "Arrived at Facility" or "Processing at UPS Facility". Sometimes the same instruction line repeats. In a small share of cases a missed delivery follows, and UPS plans another attempt on the next business day.
