UPS could not find your package during its investigation and has opened a claim with the sender. A claim is a formal request for compensation for a parcel that is lost or damaged. The parcel is not at a known location, and UPS is no longer simply moving it along its route.
This message usually means a problem. It comes after UPS began an investigation to locate the package, and it shows that the search has not succeeded so far. It does not prove the parcel is gone for good, but you should not count on a normal delivery.
The claim moves on to a paperwork stage. In about two thirds of cases the next update says that incomplete documentation was received. Otherwise the update says that the claim needs more documentation from the sender. In both cases UPS is waiting on the sender, not on you.
